Environmental law targets inadequate tankage


In September 2005 'The Control of Pollution (Oil Storage) (England) Regulations 2001' becomes fully enforceable for all commercial clean oil storage facilities exceeding 200 litres capacity operating in England. Similar legislation is following for the remaining UK countries.


Non-compliance and subsequent successful Environment Agency prosecution can incur a substantial fine, and possibly even shutdown.


This legislation followed earlier EA assessment that some 60 percent of tanks were either unbunded or inadeqately bunded, thus representing a five times higher risk of being involved in a pollution incident than a correctly bunded unit.


Unfortunately many operators of 'double skinned' tanks are inadvertently contravening environmental law as, despite achieving 110 percent bund capacity, the minimal interstitial spacing these tanks incorporate cannot meet further EA criteria without the provision of additional bunding.


What constitutes an environmentally acceptable storage facility is clarified in the parallel, EA backed, CIRIA Report 535.

Derv Packs, available in either single or multi-compartment format, and in capacities from 1,000 to 130,000 litres can be delivered to site with pumps, fuel management, gauge and other ancillary equipment pre-fitted in an anti-vandal cabinet, requiring only the connection of mains power to be operational.
